I recall reading somewhere about a year ago that to keep someone under 24/7/365 surveillance takes a lot of money and manpower. Well think about it: 24 hours a day so that makes three shifts. (Oh then there's lunch break and t-breaks). Some people have to work the weekend and then there's the holidays to think about. And they get civil service pensions and such-like.
A costly business. Then collating the information gathering with other units, etc. etc. So that's a lot of peepel for just one suspect.
