It would appear that they did not, given the tiny numbers of Provos killed by loyalist paramilitaries. It is in fact a clear indication that collusion was negligible in NI.

Had it bee on the scale republicans would have you believe, why were hundreds of terrorists not murdered in their homes?
Much easier for the security forces/loyalists to just shoot innocent women and children on the streets or in their cars. The BA killed more innocent civilians than IRA.

So why claim there was collusion then?

If it had happened killing Provos by use of proxies would have been child's play.

Loyalists tended to kill family members of IRA men. e.g. Roseanne Mallon, Pat Finucane, the McKearneys. It was easier than killing actual Provos.

It's not a claim. It's a known fact. The only question is the extent of it and how far up the chain it went.
