Where did you get that nonsense from?
The Department for the Economy initiated & devised the scheme, and then administered it until it closed. O'Neill's Department of Agriculture was tasked purely with bringing it to the attention of and promoting it within the farming community, and it did that. It would actually have been negligent not to have done so. It's role ended there. The Department of Agriculture never had any responsibility whatsoever for the negligent control systems set up to manage the RHI budget, nor any aspect of its management, nor was it responsible for paying any of the bills. In other words it had no responsibly for making sure that the sums added up. That was entirely Foster's (and then Jonathan Bell's) responsibility, though Bell claims he was shafted to save Foster's blushes, and on the face of it he looks to have a case. But that is another tale. :)
