Britain, the Netherlands and Sweden dug their heels in last night leading to the collapse of the 2011 budget negotiations with the EU Parliament. Parliament were looking for a 6.2% increase at a time when many countries are making drastic cuts in public spending. A compromise on a 2.9% increase looked as if it could pass but the Parliament wanted further concessions on its powers over future budgets which the member states would not concede. An early casualty of the budget collapse is the EU foreign service which will not have additional funding for 2011. As a result of the collapse 2011 budgets will be frozen at 2010 levels.
