I'm getting video of an empty press centre and audio of some 4-year old on the Late Late Toy Show (currently showing on Network 2).
Hopefully they've made the 4-year old Taoiseach.

RTÉ Radio One now commencing a special programme anticipating the press announcement

Twitter #bailout says Myles Dungan, who is now talking to Rabbitte about the NPRF following on his comments earlier today about Bank derivatives.

Arthur Beesley in Brussels says he doesn't know when the PC will kick off. The start time is still showing as 18.00 Brussels time onsite.

A meeting of the 27 FinMins is still underway.

Robert Peston reporting on his BBC blog that there may be a divergence of view on the interest rate attaching to the bailout loan. This may need further time for the Ecofin group to agree the rate.
According to Peston, the German Finance minister Wolfgang Schauble is advocating a 7% price.
He reports that a position of no bail in from senior debt holders in Irish banks seems to have been agreed.
BBC - Peston's Picks: Germany wants punitive interest rate for Ireland

A source close to the talks in Brussels told me that the finance ministers' meeting is still at least a couple of hours from finishing - and the wrangling could go on for longer.
"This issue of the interest rate is not proving easy to settle" he said. "There is still a faint chance we won't reach agreement tonight".
