€2m waste: Dept Transport pushed PSC on Road Safety Authority for driving licenses yet not lawful

Significant incompetence in the Department of Transport ...this was not a complex matter, any civil servant should have seen this was not legal.. serious waste of money: this ought to be clear grounds for disciplinary action against the involved parties.

At least €2 million ploughed into PSC / driving licence project - before Shane Ross pulled the plug because it wasn't legal
It is now also clear that senior RSA officials repeatedly questioned the Department of Transport, the authority’s parent body and the main driver behind the project, as to whether or not using the card as the only means to obtain a licence would in fact be legal, and were reassured that was indeed the case by the most senior civil servant in the department.

On foot of those concerns, the secretary general at the Department of Transport Graham Doyle wrote to Murdock on 12 October 2017 to assure her that, so far as Transport was concerned, the Social Welfare Consolidation Act 2005 was sufficient legal basis

This move was not met with approval by Transport. “We are significantly surprised and disappointed that a direct approach has been made to DPER in this matter by the RSA, without any discussion regarding such intentions with this department beforehand,” an official told Murdock on 13 March.

So who instructed the most senior civil servant in the Department about the lies that the PSC was to be used and abused in this way eh? Senior civil servants are 99% political brown nosing appointees , was it Regina Doherty or whomever?

PSC is a joke. Why is this more accepted than a passport for your driving license? If you have a drivers license, a passport as proof of identity why should you also need one of these cards? It is utterly ridiculous.

What I'd like to know is why they are so wedded to the PSC. Nobody wants or particularly likes it yet they continue to attempt to make it mandatory but not mandatory when applying for other things (Passport, Drivers licence, etc)

You can renew one. it's required for newhat applications, which I suspect like the RSA is illegal. There's also question marks in that the RSA handed over details of people who obtained licenses to the DSP. DPC investigation into PSC on a go slow too.

I renewed by driver license last Oct, wasn't asked for PSC only passport and utility bill. I have heard the Credit Union ask for it from customers.

You can renew a passport online without a PSC. It's an optional field on the online application form.

Issue is the legality

Dept Transport kept hotly insisting it was legal, that is serious incompetence, given the costly consequences, there should be a disciplinary inquiry
