What is it about this Government that they are in a permanent state of indecision?

They fumble along from one month to the next floating policies in the media to gauge a reaction before deciding what to do. Somewhere between Dec 2009 and March 2010, the Government changed it's policy regarding the Climate Change Bill. And it is good news to the Climate Realists amongst us.

This framework document clearly sets out the Government’s ambitions for the Climate Change Bill and is a first step in the process of developing the Bill. I will be publishing the Heads of the Bill before the end of the first quarter of 2010 which will outline the detailed provisions of the proposed Bill.
Seems like Gormley couldn't deliver on his plan last March and now it seems the insidious Climate Change Bill is to be shelved with all the rest of the wasted plans.

Friends of the Earth aren't happy:

Commenting, Friends of the Earth Director, Oisin Coghlan said

“Friends of the Earth is deeply disappointed that the Climate Bill is not included in the Government’s Legislation Programme published today, for the Autumn session of the Dáil. Last December the Government committed itself to having a climate law passed in 2010, now, 10 months later, they can’t even say when it will be published.”

Although the Government have being wasting valuable time and resources in planning this Bill, it puts a spring in my step that they have chicken out on enacting it.

The Bill's Framework Document essentially got no scrutiny in the media apart from Damien Kiberd on Newstalk, but what it envisaged was a takeover of all Govt Depts by the EPA.

The EPA along with various committees were going to stick their noses into the affairs of every Govt Dept and every large to medium size business in the country. The EPA are not to be trusted.

I'd love to know who or what caused the change in policy and how the Greens can hold a straight face on it.

In developing the approach to proposed legislation consideration has been given to
the further strengthening of the existing institutional arrangements through the
establishment of a statutory based Climate Change Committee. The Committee will be
supported by a new Office of Climate Change within the Environmental Protection
Agency, and will report periodically, and on request on specific items, to the Cabinet
Committee on Climate Change and Energy Security
. In particular, it will have a formal
role in relation to the National Climate Change Strategy and the Carbon Budget as set
out above. Given the central importance of Government collectively, and sectoral
Ministers individually, in leading necessary action to address climate change, the
Committee will be required to play a wide-ranging advisory and supporting role to
Government and Ministers.



IE the EPA will classify CO2 a pollutant just like the US EPA has done and have licence to run everybody's lives including Government Ministers.

The Bill will enable the Minister to introduce obligations on large limited companies to
assess and report on climate change-related aspects of their activities.

On most AGW debates the Greenies are quick off the mark with their usual graffiti.

Not getting the Climate Change Bill passed must really hit a sore point in that none seem to want to comment on it.

RT News: Govt urged to enact Climate Change Bill

A group of business leaders, including the heads of Intel and Vodafone, has urged Taoiseach Brian Cowen to take lead responsibility for Government policy on tackling climate change.

The Irish Corporate Leaders Group on Climate Change argues the Government's proposed Climate Change Bill needs to be enacted before the end of the year to ensure certainty for business.

The group of CEOs and managing directors includes companies like Diageo, NTR, Bord Na Móna, Bord Gáis, KPMG and Arap Consulting.

It argues the soon to be published Climate Change Bill needs to create clear and credible targets.
Now what could be in it for all these companies?

Carbon Trading? Sale of Carbon Credits?

NTR ... More Tolled roads more money for them.
Bord Na Mona & Bord Gais? = Carbon Trading new Green Energy technologies they have investments in!
KPMG... More Carbon accounting fraud.

Arap Consulting.... Now that Building has collapsed we need a new fake economy for us to get involved in.
