California is about to vote on a referendum,Proposition 23,on whether to roll back previous legislation setting ambitious targets for green energy until unemployment is lowered. The state's high unemployment rate of 12% prompted the referendum. California Proposition 23 (2010) - Ballotpedia

There's a lot of legislation that probably be put on the long finger until the economic situation improves. A 5 year delay on any previous targets is something that should be considered. There is no point painting the house when the roof has caved in.
