Grenfell tower fraudsters, why don't the authorities know who was living in the building?

Today there's a story about 9 people having being arrested on suspicion of fraud, having falsely claimed that they were residents of Grenfell tower. Last week a Jamaican couple who'd been in hiding in Britain after running from a deportation order were charged with fraud having claimed they were living in Grenfell tower. He had a hotel bill of over 40k and hers was over 50k, plus she'd run up a room service bill of over 11k in just over 200 days.

There have been many cases of people having done this. They were caught because the apartment they said they lived in didn't match the floor they said the apartment was on. I wonder why it is that the authorities don't have a register of tenants. Surely the Council would have a list of names of it's tenants. How is it that so many people have been able to lie about living there? Why are people staying in hotels that cost in excess of 1k per week and who in the fookity fook signed off on a room service bill of 11k?

The list goes on and on.

HuffPost Exclusive: we crunched the numbers and discovered that of the £500,000 fraudsters
stole from Grenfell victims, only £1,000 has actually been recovered.

One ( called McDonagh!! ) jailed today.
