There would be the pesky matter of getting through the airport undetected... unless there's a magical, Platform 13 and a half style airstrip atop the Ecuadorian embassy.

Then if he paid the fine, he could go.

Well I don't think he'd be going through the red channel at customs with 200 marlboro lights over the limit to declare.
I'm sure he could stowaway on a freight ship and kip in a container for a month before arriving in Ecuador or some other friendly ally.
