The only explanation is that the UK Gov. are stringing the DUP along until the complete deal is agreed.

The majority of MP's will not vote for a no-deal crash-out of the EU over checks in the Irish Sea - which already happen for agricultural goods.

The 10 DUP votes will be worthless at that stage.

New election - but deal done is the name of the game.

They have no choice. They're desperate for a transition deal and won't get one without ensuring no hard border, and they're also looking at opinion polls which show a growing support for a united Ireland.
