What price for an affordable house?
It depends where you want to live but in Dublin middling type neighborhood like this
I would say take 100k off all those house type prices and it would transform the situation and allow a lot more people to afford.
Remove all vat, levies and taxes and you are getting there. Definitely get the price of development land way down by letting rip on zoning.
Next issue is getting enough of them built but if builders can make money and there are buyers they will do it just like before.

Well that's a middling area, there are less salubrious areas were houses are cheaper relative to those and if enough new houses are built the pressure will be off, more houses will be available and house prices will come down in the other areas.
Other people may be better suited to renting.
Some people of course will never be fit to work and pay for their own house those people could be put into supervised hubs for their own good.

Hubs, where they can be cared for, which will help keep them out of hospital.
We can't have a free house with nurses in attendance for everyone.

People on the minimum wage can't afford to buy a house, period. Not just in Dublin, but in any capital city.

Locals campaign against proposed 15 storey residential tower in Dublin

Dublin needs to grow up, not out. Far too many people are spending far too much time commuting from peripheral locations. The housing density in areas closer to the city has to be increased, and while Ringsend might have lots of nice two-up-two-downs, it's hardly architecturally significant.
Long commuting times reduces the time parents spend with children. One nasty result is that about a fifth of Irish children lack the motor skills just to kick a ball and the majority of those children are in cities with long commutes, mainly Dublin where the percentage is likely a lot higher than a fifth. This is disastrous for public health.

How is it that mortgages cost close to 3% in an era of negative interest rates?
So to answer that question, before offering a free house or rent payments, the state should provide a mortgage at whatever the current wholesale lending rate is (zero). That makes a huge difference to affordability.
There is no real risk, as the Statebank has nothing to lose, because it is obliged to carry the cost of housing any defaulters anyway.
