Background:

President Obama is due to deliver a major speech designed to fulfill a promise in his State of the Union address in January to make elements of his controversial counterterrorism policies more transparent and accountable to Congress and the American public.

Obama is also under pressure to explain how he intends to make even modest progress on other priorities that were centerpieces of a pledge he made at the beginning of his first term. At the top of that list is closing the Guantanamo Bay prison, where 103 of the 166 detainees still in custody are on a hunger strike.

Drones and Gitmo are the big topics. Word is he'll announce Congressional oversight on drones, and he'll announce steps for repatriating Gitmo inmates.

Indeed, I wonder will Obama mention the executive order to close Gitmo four and a half years ago within one year speak about just how much he increased drone use since Bush left.

I really hope so, these are two big problems that need to be addressed sooner than later.

Yeah, this is heavy duty one.

He's just revealed that every drone strike has been briefed to the relevant Congressional Committee in advance (I don't think we knew that before). Including in the one instance where 4 Americans were hit. He's just said he released the info about that action last week as an act of transparency. Now talking about further oversight proposals, perhaps even a Judicial one.

There is loads of meat in this speech, and a lot more to come.

The Post’s Craig Whitlock reports:

The Air Force will be pleased to hear that Obama referred to drones as “remotely piloted aircraft,” which is its preferred terminology for the flying robots. That’s in contrast to the Army, which refers to drones as “unmanned aircraft systems,” or the Navy, which generally calls them “unmanned aerial vehicles.”

Air Force officials argue that describing drones as “unmanned” is misleading and pejorative. Drones still have pilots and crews — they just operate the aircraft by remote control, usually from thousands of miles away.

And it's all kicking off...some old biddy in the audience loudly heckling Obama on Gitmo. She gets a good couple of minutes out of it and Obama kinda, sorta lets her rant. He then told her it was his right to talk too. He handled it well.

"I'm gonna cut the lady in the audience some slack, because it's something worth getting passionate about."


Ed: And she's off again 5 minutes later. Some balls to heckle the Pres. like this.

Dealt with her very respectfully,though side stepped the reason why some detainees cannot be brought before a court of law.

He's a socialist so I am sure he is doing it with the best of intentions. If George Dubya or another G.O.P president was doing it we would be "outraged".

The alternative of not killing people without trial? Of not radicalising large sectors of the population in the areas in which drone strikes occur?
