"The panel claimed the Lawlor investigation was a litmus test for the PSNI to see if policing had changed in Northern Ireland and said it was a test it “demonstrably failed”.

Ain't that the truth. Just look at Baggot's reaction to HET reports on colusion

It claimed serious deficiencies in the subsequent investigation of the crime, namely failures to interview potential witnesses and suspects and take appropriate forensic measures, amounted to collusion.
There is no evidence that officers knew that there was a plan to murder Gerard Lawlor or that they assisted the murderers.

By that token, there is no evidence they did anything to stop an armed Loyalist gang roaming North Belfast looking for Catholics to kill.

Well you either think that they are completely stupid, or alternatively, and more likely, you are absolutely stupid yourself.
From the Newsletter article:
The panel said police did not do enough in response to a series of murder bids by loyalists in the same area in the hours before Mr Lawlor was gunned down.
I'm getting a little tired of these silly interventions from the menagerie of wet-behind-the-ear southern neo-conservatives, blueshirts, and all-out right-wing headbangers, who know nothing about what goes on here.

Loyalists aren't the only ones with a green light to murder.
Collusion is rife between the PSNI and the Stormont militia as well.
Killing Joe O?Connor « Slugger O'Toole
Not a single person has been charged with any of the 30 PIRA killings since the GFA.

The PSNI are a "politically correct" gather up of raw ,inexperienced and downright incompetent officers. The force was stripped of 99% of the people that actually knew what they were doing and the current "service" is the result.Add the fact that there are less than half the officers there were in 1997 and what does anyone expect.

It will take years for the PSNI to come anywhere near the competence of their predecessors.Even then they will be severely restricted by numbers and budget cuts.

Maybe they didn't have enough evidence to arrest the loyalists before they murdered Mr Lawlor.

While the hated RUC still has influence within the PSNI expect incompetence, ineptness and sectrianism to remain a staple.
Please leave my land :)
