The DMP weren't very brutal to be fair (with the possible exception of the lockout in 1913). In any case they were folded into the Garda in 1925, so it's possible to speak of them forming part of Garda history.

The RIC are another story of course and it ended very badly with the influx of Black and Tans, the up-arming of the old constabulary etc in 1919-21. But between say the land war in the 1880s and 1916 or so, most of the RIC functioned as a reasonably normal police force.

And I'm not subscribing here to the 'RIC as victims' frame at all. But let's acknowledge the nuances.
