Why is Kenny harping on about tweaking the budget date?
God, are you genetically incapable of seeing anything positive in Enda Kenny? The point, as he outlined, is that by bringing the Budget forward, and having the House sit Monday-Friday until Christmas, the Finance Bill can be passed before Christmas, with a date name for the election before the Christmas break. Kenny made that very clear - and you're obviously either unable or unwilling to see that.

It is, they know already, to within a few quid, what the returns are/will be.

That only works if Kenny is offering to support the budget sight unseen.
No it doesn't. The Budget goes before the House, is read into the record, and is voted on. Then over the next couple of weeks you have the detail, in the Finance Bill. And then that's voted on. Its very straightforward.
