RTÉ News: CIF criticises delays in building projects

If the CIF are saying "in general" that there is a time lag of between 2 & 3 years from announcement of tender to commencement of works, is there even a remote possibility that the Dept of Education will spend their capital budget in the next 2 years ?

These tenders etc should be fast tracked to maintain employment in cstruction but more than likely just another way of appeasing electorate rather than maintaining employment.

I have a funny feeling that the "funds" will accumulate over the next 2 years and then prior to the next election it will all be released and work will commence :)
