Set up multiple "Donation Points"

An idea I just had, maybe its crazy or pointless but I would take part in it myself so here goes:

Why don't the government set up special "donation points" for specific interests. Such as..

A School Building & Upgrading Fund
Hospital Building & Upgrading Fund
Renewable Energy Long term research Fund

and so on...

You could set a minimum of say 5K per donation (or whatever is affordable) with a maximum of say 20K. Each 5K buys you a vote on a multiple choice option for what to do with the collected funds every set amount of time.

This idea could get over issues such as politicians need for short term results. We all know that renewable energy in reality needs more investment into proper long term projects instead of the half brained quick and 'easy' ones generally followed by politicians.

So this would grant power to the people to make the choices for where their hard earned money will be spent. It also would create an immense transparency and perhaps a desire for people to donate into areas where they feel need the most change.

Perhaps offer tax incentives for less or equal than the amount donated.

So only the rich would get a say....how's that different from the way things work now?

Yes, I can see it working.
And those of a caring, sharing socialist hue who got hugely inflated prices for say, land on which to build a school, will 'donate' some of the money to the building fund.

Yeah..right!
