Cabinet members have a high degree of power, and can frustrate it being checked

If a Cabinet member has "skeletons in their closet" , they are prone to blackmail - thus their secrets may harm a whole country

I propose that quarterly in advance, each Cabinet member sign off on whether or not up to say 30 skeletons are in their closet, e.g.
-Have you used illegal drugs in the past 5 years?
-Have you had an extramarital affair in the past 5 years?
-And so on

15 years penalty for false answers

Afaik, unless you make failure to recollect a crime which you would need for this to succeed, it would be nothing but a pointless sticking plaster. Would be a great propaganda stroke for Kim Ill Jong's control of his government tho, perhaps you might pitch it on politics.kp

Also, drugs and extramarital affairs are hardly much cause for leverage in modern times. Might as well ask if you fraternise with witches.....
