The EU meeting in Malta has resulted in the Malta Declaration which details the EU strategy for dealing with the Migration Crisis.

Essential Elements include:
Countering Smugglers on existing routes, and blocking alternative routes.
Giving Aid to North African Countries to control Migrant flows.
Creating areas for Migrants to settle in North Africa funded by EU Aid. (Lebensraum)
Returning failed asylum seekers to North Africa to settle in the new Lebensraum where they will be maintained by EU assistance. (importing dependent voters into North Africa for its future annexation)
The Declaration insists all actions will be consistent with UNHCR and IOM.
Malta Declaration by the members of the European Council on the external aspects of migration: addressing the Central Mediterranean route - Consilium

The new policy is a major concession to the so called Alt Right in Europe. This is akin to President Trump creating settlement areas in Mexico for Migrants to the USA. The EU policy amounts to a new Virtual Wall.

Imagine the criticism of Trump if he did what the EU now proposes.
Further Migration inflows would have put huge pressure on the EU and swollen support for the Right in Europe.

The EU have effectively shifted responsibility to stem the Migrant Flow to the Government of National Accord in Libya. This Government is struggling to exert its control over Libya, and their ability to do what the EU expect of them must be questioned.

The Meeting at Malta failed to determine the whether Brits in the remaining EU Nations would be allowed to retain the right to reside in the EU post Brexit.

The Malta Declaration follows the Valletta Declaration of 2015 which set out a strategy to:

1.address the root causes of irregular migration and forced displacement
2.enhance cooperation on legal migration and mobility
3.reinforce the protection of migrants and asylum seekers
4.prevent and fight irregular migration, migrant smuggling and trafficking in human beings
5.work more closely to improve cooperation on return, readmission and reintegration

The Valletta Action Plan http://www.consilium.europa.eu/en/meetings/international-summit/2015/11/ACTION_PLAN_EN_pdf/

Why bring Migrants to Europe if the plan in to send them back again?

That was always the plan- give the refugees a safe harbour and let them return when the countries they came from are ok again.
But muppets like you obviously believed your own moronic propaganda of Merkel flooding the EU with migrants to "replace the local population".

oh for fooks sake, another muppet that has little or no experience of reality / economics / democracy / future planning, devoid of any common sense whatsoever,

I have seen the result of welfare tourism and when there are welfare tourists living in 4 bed houses for free for the rest of their lives with all the trimmings while native people cannot get a shoebox up pops another fooking clueless libtard.

Perhaps Bus Eireann can introduce a libtard mystery bus tour so all the snowflakes can actually visit places like Rotterdam/Malmo, even parts of Ireland that are simply swept under the carpet.

Will these "Safe Harbours" as you refer to them need EU Army Soldiers to protect them?

Is there any need to protect those refugees in the EU ? Are you planning something- perhaps setting fire to an asylum seeker hostel ? Tell us all about your latest plans.....

Citizes: Hello there, EU!
EU: Ah, hello,Out and about?
Citizens: I hear you're a racist now, EU?
EU: ...wh-what?
Citizens: How'd you get interested in that type of thing?
EU: Who said I'm a racist?!
Citizens: Everyone's saying it, EU. Should we all be racist now? What's the official line the commission has taken on this?

Isn't it obvious? Hans has his own way of seeing things. He's wiser than the rest of us.

There's so many of them on p.ie! If they ever agree with one another we're all shagged!

You're kidding me, Olli! You mean some of them actually believed that twaddle?

I thought they were just cynically peddling snakeoil!

I'm sort of disappointed now, to be honest. I thought I was dealing with propagandists when I was just wasting time on gullible eejits!

the Malta Declaration : a last kick of compromise from a busted and dying EU.

Eirexit now. Lets get the Punt Nua up and running, tied to the Sterling and the Dollar. Get it done quickly before the Euro implodes and takes us all to the bottom of the Atlantic where we can marvel at how successful the Spanish were at nicking all our fish.

So, why are they on the housing list in Ireland.
Surely they should be in a army camp or temporary accomodation.

So where is the funding for all this coming from? How can the EU continue to justify billions of euro per year being pumped into Africa in Foreign Aid when we are now going to have to fund schemes to keep the ''refugees'' from those same countries out of Europe? Surely it's time to stop Foreign Aid and use that money to fund this scheme and ultimately reevaluate how Foreign Aid is administered?

The EU is getting into a classic Ransom situation as described by Kipling in his poem Dane- Geld

It is always a temptation to an armed and agile nation
To call upon a neighbour and to say: --
"We invaded you last night--we are quite prepared to fight,
Unless you pay us cash to go away."

And that is called asking for Dane-geld,
And the people who ask it explain
That you've only to pay 'em the Dane-geld
And then you'll get rid of the Dane!

It is always a temptation for a rich and lazy nation,
To puff and look important and to say: --
"Though we know we should defeat you, we have not the time to meet you.
We will therefore pay you cash to go away."

And that is called paying the Dane-geld;
But we've proved it again and again,
That if once you have paid him the Dane-geld
You never get rid of the Dane.

It is wrong to put temptation in the path of any nation,
For fear they should succumb and go astray;
So when you are requested to pay up or be molested,
You will find it better policy to say: --

"We never pay any-one Dane-geld,
No matter how trifling the cost;
For the end of that game is oppression and shame,
And the nation that pays it is lost!"

What happens if the EU are asked to pay ever more Dane Geld to the North African Nations under threat of the Dykes being opened just like under the Turkish Deal?
