Ahm, did they become nuclear under Clinton or obama, how could it be both, unless the did under Clinton, lost the nucs, and then I suppose Obama lent them some new ones was it ?

And if you want to appoint blame to past presidents, the. Perhaps go all the way back to Eisenhower, sure didn't he preside over the ceasefire with nk, that ultimately led to nk getting nukes

NK can do what they like as long as they make money for the right people.
Look at China and to an extent even Russia and Israel.
If NK start doing business they'd be let continue with as many human rights violations as they like.

It should be remembered that the Korean peninsula continued to live in the Cold War with the threat of nuclear war after it faded in the rest of the world decades ago.

Many have cautiously welcomed the attempts at resolution in South Korea. We should be mindful of that. The peace at the end of the Cold War, decades ago now, was a great relief and that might have been forgotten now. Let's hope things go well and a fair deal, that has a future, is worked out.

The North Korean nuclear program can roughly be divided into four phases. Phase I (1956–80) dealt primarily with training and gaining basic knowledge. Phase II (1980–94) covers the growth and eventual suspension of North Korea's domestic plutonium production program.
