Not sure on the happiness index but a measure of well-being could be a good idea along with other economic indicators. I've read a lot of Sens work on human development through his capability approach but a feasible way of measuring it has yet to be developed. The closest thing so far of such a measure between countries is the HDI (Human Development Index) from the UN.

Here's a link to the report: http://www.stiglitz-sen-fitoussi.fr/documents/rapport_anglais.pdf
I'm sure france and the uk could set up a joint quango for this now they are such good buddies

Bhutan got there before them. Rather than using GDP etc. they focus on GNH - Gross National Happiness to manage the country.

The London School of Economics has an iPhone application called Mappiness which randomly asks you to tell it how you are, and asks for additional information such as where you are, who you're with and what you're doing.

It's a fun (and seriously interesting) app. But it gets a tiny bit tedious after a while.

It's just so damn subjective. Lots of policies will make people feel very happy in the short term but very unhappy in the long term. Just look around you. What a daft basis to choose for policy.

Also, the idea that governments or whatever hue (capitalist, communist, gombeenist etc.) could bring about true happiness for its citizens is just ludicrous.
