Understanding the CSO retail sales stats - a little help please

Okay January retail sales were poor

Retail sales slow by 1.7% in January - RTÉ News

But how do you reconcile this line:
"Sales of cars slowed by 3.6% last month as the changeover to the new car registration system had a negative impact on what is traditionally the best month of the year for the motor industry."

With this headline
January car sales down by 18.5% - The Irish Times - Fri, Feb 01, 2013

I know the sales are seasonally adjusted etc but if car sales are down 18.5% in January on January last year then it's hard to see how that only led to a 3.6% drop in the retail figures. Is it really that prices are that much higher or the mix that much different

1. They are measuring different things. The Retail Sales Index measures when things are sold. The car stats show when cars are registered. Doesn't necessarily have to be the same.

2. The category in the Retail Sales called "Motor Trades" includes more than just new car sales.
- Sales of commercial vehicles
- Second hand car sales
- Maintenance and repair of motor vehicles
- Sale of motor vehicle parts and accessories
