This seems to be Exhibition Road, so the context changes.

The (now infamous) Royal Borough of Kensington and Chelsea conceived of a plan to make Exhibition Road "shared space" for pedestrians, pram-pushers and vehicles of all sorts.

Had a nasty experience there myself, with a grand ambassadorial car which "claimed" the right of way.

Photo of him being pinned down by cops here. He's Black so unlikely to be a White supremacist.

Every motor vehicle event involving pedestrians shouldn't serve as a dog whistle to respective biases on any side, especially before the facts are known. Franky a thread like this shouldn't be posted until we know there is a political motivation, but ho-hum...such is life in the ultra connected age.

Über connected age, even.

The policemen seem to be holding the guy on the ground.

That would suggest an element of mens rea.

Concerning the issue of injuries, & fatalities - what exactly was he trying to achieve ?

It is just pure luck that nobody got killed.

Whew, thank goodness for that. Determining if that was the case was definitely the first thing I wanted to know.

Seriously, what is actually wrong with your mind?

Exhibition Road would be pretty busy on a Saturday and lots of families and kids.

Good news that it's not terrorism related. I was a bit heartened by reports on twitter about the number of people asking police if the museums were still open. Defeating terror means not allowing even a potential terror attempt to prompt people to change their daily lives.

Thankfully there has been no fatalities and the police were able to subdue the suspect before he was able to do any major damage.
