So, are they going to be weighing them at check-in? Will there be bust ups when someone claims their scales are wrong? Law suits if they can prove they were over charged by dodgy scales?

Dumb policy.

I don't disagree. I think Mercurial has a very simple metric - if one person pays the same as the next, no discrimination is taking place, and that's a desirable outcome in itself, whatever measures are required behind the scenes to produce that level playing field. Non-discrimination is apparently a Procrustean bed.
My objection with regard to the discrimination point is a semantic one, not a normative one. Sometimes discrimination is permissible and sometimes it's even required as a matter of justice.
